What makes a report fully compliant

GHG Protocol Corporate Standard — the only accepted methodology
CARB mandates the GHG Protocol Corporate Accounting and Reporting Standard. A report built on any other framework is non-compliant — regardless of the accuracy of the numbers inside it.

Operational control consolidation — not equity share
You must choose a consolidation approach and apply it consistently. Choosing incorrectly invalidates your boundary and every emission figure derived from it.

EPA 2024 emission factors — vintage matters
Using outdated factors is the most common first-year error. We apply EPA GHG Emission Factors Hub (2024) for combustion and eGRID 2022 for electricity — the current required vintages.

IPCC AR6 GWP values — not AR4 or AR5
GWP values must use IPCC Sixth Assessment Report (AR6), 100-year horizon. A refrigerant calculated with AR4 values can be off by over 30% — a material error on any Scope 1 inventory.

Both Scope 2 methods required — not just one
The GHG Protocol requires disclosure of both location-based and market-based Scope 2 figures. Submitting only one is an incomplete filing — even if your numbers are otherwise correct.

Data quality tier classification — not optional
Every data point must be classified as Tier 1 (metered), Tier 2 (calculated), or Tier 3 (estimated). CARB and future assurance providers will request this. Missing documentation fails the audit-readiness test.
August 10, 2026. CARB enforcement discretion applies only to good-faith filings. A report with methodology errors does not qualify. Penalty: up to $500,000 per year.
